The deed tax is 2% from the buyer and 2% from the seller, 4% of the sale price in total. On a 4,000,000 TL property the total is 160,000 TL, or 80,000 TL per side.
By law it is split equally. In practice the parties may agree that the buyer pays it all; that is a contractual matter and does not change the tax itself. You can try all three options here.
The tax must be based on the actual sale price, which cannot be below the property tax value. Under-declaring leads to penalties later; with a mortgage, the bank appraisal also makes the real price visible.
